The functions of the Department, stated in the second article of the Ministerial decree are defined as per the following sectors:

Service Sector:

The department receives and investigates the complaints addressed to the Ministry of Interior, and handles them on the basis of justice and equity and associated laws in coordination with the concerned departments of the Ministry.

Legal Sector :

The department makes its efforts to achieve the objectives of the international conventions on human rights that related to the area of the Ministry of Interior, in coordination with the concerned sections of the Ministry. It also proposes reply to the reports delivered by international organizations working with human rights and which fall within the jurisdiction of the Ministry. The department monitors the implementation of the obligations established by the international conventions and treaties related to human rights which the State is a party.

Regulatory Sector:

The department holds visits to penal institutions and detention places as well as security departments to find out the extent of their commitment to the laws and regulations in force in the state, and not to violate human rights, and to report thereon to the Minister.

Awareness Sector:

The department raises awareness of the human rights bodies in the ministry through the issuance of bulletins and circulars, and the establishment of seminars, lectures, and in coordination with the Public Relations Department of the ministry and the National Commission for Human Rights.
