Sections  of the Department

Complaints Section

Functions:

This section handles complaints received by the Ministry of the Interior from different parties (individuals - National Commission for Human Rights- international institutions and organizations, and regional governmental and non-governmental organizations) and investigates the causes as well as provides recommendations to address them. It also prepares periodic statistics in accordance with the source and subject of the complaint and the complainant. It monitors abuses during the visits to penal and correctional institutions, detention places and deportation centres. It also stands for the settlement of disputes between parties related complaints to management and to ensure the rights of persons with regard to achieve satisfaction and according to the rules and laws.

Research & Development Section:

Functions:

The Research and Development Section holds studies on draft laws and international conventions related to human rights and gives opinion on them in coordination with the concerned bodies in the state. It monitors the implementation of the obligations defined by the international conventions on human rights which come within the area of the Ministry. This section conducts studies and research in human rights issues as well as participates in local, regional and international conferences human rights conferences.

Training workshops are conducted for police officers under the  section to educate them the concepts of human rights in coordination with the Public Relations Department and Police Training Institute. It makes comprehensive human rights database by collecting international documents specially that are related to the service of the Ministry of Interior.

Social & Humanitarian Services Section:

Functions:

This section works to confirm the appropriateness of the penal and correctional institutions with the international human rights standards, including the minimum standard for the treatment of offenders. It receives complaints and petitions of inmates and released persons and works on solving social and humanitarian problems providing them necessary assistance in coordination with government and charitable agencies in the country. Official visits are held to penal and correctional institutions to present gifts to inmates and juveniles in coordination with Public Relations Department.  It cares the rights of the staffs of the Ministry in all levels, in coordination with the concerned bodies.

Administrative Affairs Section :

Functions

This section supervises to check the official working records and prepare reports on delays and absence as well as the entry and leaving of the department staffs. The functions of this division includes to follow up the order and prepare reports on violations, grand the depart staffs their leaves in accordance with the legal procedures and stipulated time period, entry and amendment of the work data of the staffs, save the personal files of the employees and prepare circulars and orders issued by concerned authorities and follow up its implementation.

This division is also entitled to apply disciplinary regulations against those violating disciplines of the department, execute employment, promotion and transfer of officers and other staffs, coordinate with concerned departments in matters related to financial benefits of the staffs as well as prepare statistics forms and confirm its implementation, regulate and distribute postal deliveries and deliver office stationeries and other requirements to all divisions of the department.
