Police Academy

Establishment of the Police Academy under the Ministry of Interior

HH the Amir Sheikh Tamim bin Hamad Al-Thani issued Decision No. 51 of 2022, establishing and regularizing the Police Academy affiliated with the Ministry of Interior. The decision is part of the country's continuous modernization and development process under its wise leadership.

HE Major General Dr. Abdullah Yousef Al-Mal, Adviser to HE the Minister of Interior and Vice-Chairman of the Supreme Council of the Police College, explained that the Police Academy was established in light of the special attention given by the Ministry of Interior to the academic aspects of security, and modernization of its educational and training system. The establishment of the Police College earlier served as a foundation for the establishment of the Police Academy, to bring together all the security and police-related academic, research, training, and educational units under one umbrella. The new decision comes after the graduation of four batches from the Police College, which started its academic journey in 2014-2015. 

The Ministry of the Interior strives to update its educational, training and research system in line with developments in the security and legal fields and achieves its strategy. It also works to enhance the role of the Ministry and other security institutions in the country in attaining Qatar Vision 2030 and providing outputs that contribute effectively to the national human, social and economic development to ensure optimal investment in the country's human resources. 

The Academy is established after completing various preparatory procedures through a committee set up by the Ministry for the very purpose. The Police Academy envisions becoming a centre of excellence at the national, regional and international levels in higher education, scientific research and community service, and the production and transfer of knowledge in legal and security fields, per the best international standards. The Academy's mission is to prepare and qualify national security cadres according to the best academic and research standards, meet the requirements of the Ministry of Interior and other security institutions in the country, and develop an environment that stimulates creativity and innovation.

The Ministry of the Interior has obtained the Ministry of Education and Higher Education's approval for establishing the Police Academy and its academic programs as it has completed the standards and requirements for licensing higher education institutions in the State of Qatar.

The Police Academy aims to prepare qualified and scientifically and practically trained cadres in the legal and policing studies and other fields needed by the Ministry. It also targets to develop curricula and methods of education and training, in line with the development of knowledge related to legal and police work, in addition to encouraging and supporting scientific research and the spirit of innovation and creativity, to encounter developments in the field of security and legal work.

The Academy will also confer importance on building effective partnerships with local, regional and international institutions in higher education, scientific research, training, and other related fields.

The Academy includes the following colleges, institutes and research centres:

  1. Police College: It aims to prepare and implement bachelor's programs in the disciplines required by the Ministry.
  2. College of Graduate Studies: It seeks to design and implement master's and doctoral programs in legal and police studies and other specializations required by the Ministry.
  3. Ras Laffan Emergency and Safety College: It aims to prepare and implement bachelor's degree and diploma programs in the disciplines required by the Ministry to prepare theoretically and practically trained military and civil technical cadres in responding to fires, emergencies, safety, search and rescue, and any other fields. This will help the Ministry to meet the needs and requirements of the military, industrial, energy and other sectors concerned in the country.
  4. Police Officers Institute: It aims to prepare and implement programs and training courses for officers, develop their professional and practical capabilities and raise their performance level, and develop and update curricula and training methods for officers according to the latest academic and professional trends.
  5. The Police Institute: It aims to prepare and implement diploma programs in the disciplines required by the Ministry, according to the approved time plan. It will also design and implement programs and training courses for new recruits and other ranks, aiming to develop their professional and academic capabilities and raise their performance level. Furthermore, the Institute will develop and update the target groups' curricula and training methods according to the latest academic and professional trends.
  6. Police Institute for Women: It aims to prepare and qualify the Ministry's female military and civil cadres by implementing programs and training courses to develop their professional and academic capabilities and raise their performance level. The Institute will work on developing and updating curricula and training methods for them according to the latest scientific and professional trends.

    The importance of establishing a Women's Police Institute lies in creating a training system that contributes to raising the level of skills and competence of the female cadres of the Ministry of Interior to keep pace with the continuous increase in their numbers, in addition to the importance of creating a suitable environment that suits their training needs.
  7. The Center for Research and Security Studies: The Centre aims to support and strengthen specialized studies and conduct scientific and applied research in the security, legal and administrative fields and other areas related to police work. The Centre will also develop security knowledge and follow up on security developments.

The Police Academy offers academic degrees as per the conditions and controls determined by the Academy's regulations, the National Qualifications Framework issued by Cabinet Resolution No. 31 of 2020, and the rules in force in the Ministry of Education and Higher Education, as follows:

First: Master's Degree:

  1. Master of Laws
  2. Master of Security Studies

Second: Bachelor's Degree:

  1. Bachelor of Law and Police Sciences
  2. Bachelor of International Engineering for Fire Safety
  3. Bachelor of International Fire Safety Management
  4. Bachelor of Emergency and Disaster Management

Third: Diploma Courses:

  1. Diploma in Police Sciences
  2. Diploma in International Engineering for Fire Safety
  3. Diploma in International Fire Safety Management
  4. Diploma in Emergency and Disaster Management

In the future, other academic programs will be offered, including doctoral programs in specializations required by the Ministry.

The Ministry hope that the Academy will contribute to raising the level of higher education and scientific research and linking it to the goals of comprehensive national development, community issues, and the needs of the Ministry of Interior and other security institutions in the country.
