Counterfeiting and Forgery Section
The crime of falsification of documents and counterfeit of currency tops the crimes of the modern era that is closely linked to technological progress and scientific progress as well as the steady advance in computer science, networks and digital printing outputs with their various technologies. The crime of forgery is related to tampering with the documents in order to bring about a change in content or attribute them falsely to persons who have nothing to do with such documents, which is done by imitating their writing or signatures or the methods followed by counterfeiters to do the same. Every day this tendency is developing associated with technological development referred to. As for the crime of counterfeiting, it is related with synthesizing currencies and promoting them among individuals and recently the crime of counterfeiting currency has increased, multiple ways of counterfeiting has come up and reached to a high degree of proficiency, using modern techniques of Digital printers and color laser copying machines as well as other instruments, which, if not a control or deterrent in place, could make such a crime a threat to the country’s economy wherein counterfeiting and promotion operations are carried out repeatedly.
Functions and tasks
Emulation of handwriting and signatures: -
- screening and matching the hand lines such as data and signatures in order to determine the person who made it
- Study aspects of signing a blank document to indicate whether the document was signed before the data were fixed or not.
Inspection of all types of documents
- Examine all documents to see whether they have been exposed to any kind of fraud, whether fraud in whole or in part such as:
- Impacts of automatic or chemical erasure.
- Addition or modification or obliteration of any written document configurations.
- Removal or addition of any papers from or to the document
- Detection of hidden data in the documents by verifying its literal pressure.
- Disclosure of the data on burnt or torn papers.
Examination of Postal stamps
- Check the postage stamps to show which is correct and which is fake as well as find out the method of fraudulency, if any.
- Examine and explain the effects of removal of the stamps in previous transactions for the purpose of reuse.
Checking credit cards: -
- Check all types of credit cards, and disclose which is correct or which is fake of them.
- Examine methods of credit card forgery such as partial forgery by changing a set of numbers or whole forgery by total remaking of the entire card.
Checking traveler’s currencies and cheques: -
- Check all types of paper and metal currencies and their categories to disclose the fake and correct currencies, as well as the method of their forgery, if any.
- Evaluation of counterfeit currency and give it a status depending on the possibility that a common person may trade with the currency in order to spend on his daily needs or not.
- Linking of counterfeit currency with the same source of forgery for the purpose of tracing the places of promotion and spread of the currency by the concerned.
- Check all types of traveler's cheques and categories to disclose the fake and correct cheques, as well as the method of their forgery, if any.
Checking the Passports
- check the passports and all supporting documents to identify the fake ones from the right ones as well as see the method and type of this forgery, if any, to determine the following:
- Total fraud, which means the entire artificial making of the passport or identity document.
- Partial fraud, such as removing the photograph of a person and replace it with that of another person.
- Partial fraud in giving the personal data such as: (date of birth, personal number, the name of the passport holder, profession).
- Partial forgery in places of organizational data (such as passport number, expiry date and renewal data, residency details, entry and exit visa details)
- Partial forgery by removing any pages of the passport.
Estimate the age of documents
- Study and examination of the possibility of identifying the dates of drafting the documents, as per what is contained therein such as the inks, paper types and watermarks
Check the seal templates: -
- Examine and compare various seals templates to know which is right and which is fraudulent.
- Identify ways of forging the seal templates whether by copying using soft material or color copy or artificial making of stamp template.
Examining typewriters: -
- Examine and compare different types of outputs of type writers to specify the following:
- Type and technology by which typewriter is being operated
- Study the writing style of the person using the typewriter.
Checking the outputs of typing, computer and copiers:-
- Examine and consider the printed outputs for the purpose of determining the technology by which the document was printed.
- Examine and consider outputs of various types of computer printers for the purpose of determining the technology by which the printer is being operated.
- Check the outputs of color copiers to determine the technology that operates the copier.
Research and studies on insuring the official documents of the State:
- Conduct research and studies to express the technical opinion on insuring the documents presented by various companies for the issuance of important official documents of the State (such as passport; identity documents - the currency).
