The world today lives under the continuing threat of war outbreak, natural and industrial disasters and as a result the destruction and displacement of citizens and residents take place heavily. Therefore, the State is obliged to ensure the safety of the people and the properties as possible, try to control and get out of the crises with the minimum loss possible and as quickly and efficiently as required and to restore the damages to its original status.

Thus, the Permanent Committee for Emergency (PCE) was established by the Council of Ministers Resolution No. (17) for the year (1998), and pursuant to the Minister of State for Interior Affairs' decision No (26) for the year (1999). The Permanent Committee for Emergency is headed by HE the Director General of Public Security with the membership of all the authorities mentioned in the aforementioned Council of Ministers' Resolution, which is regarded as actual and practical method to encounter emergencies and disasters in time of peace.

After the Committee started its work and functions which were limited to certain range, it was reformed and its functions were modified under the Council of Ministers Resolution No. (1) for the year (2002) to become more broader and comprehensive.
